Russia Accused of Violations Amid Ukraine Invasion
Widespread breaches of international law are reported as Russia's assaults intensify four years into the conflict.

The United Kingdom has accused Russia of widespread violations of international law during its ongoing invasion of Ukraine, according to a statement made by Deputy Ambassador James Ford at the Warsaw Human Dimension Conference. The UK government highlighted reports of torture, enforced disappearances, and the unlawful transfer of Ukrainian children as part of Russia's alleged actions.
More than four years into the conflict, evidence from the Organization for Security and Co-operation in Europe (OSCE), the Office for Democratic Institutions and Human Rights (ODIHR), and the United Nations suggests persistent violations of international humanitarian and human rights laws by Russia. The OSCE/ODIHR has documented accounts of arbitrary detention, enforced disappearance, torture, ill-treatment, conflict-related sexual violence, and fabricated prosecution of Ukrainian civilians and prisoners of war.
Intensified Attacks and Civilian Casualties
Russia has reportedly intensified its attacks on Ukrainian cities, with August 2023 witnessing record numbers of jet-powered drone attacks and near-record numbers of ballistic missile strikes. The months of July and August 2023 recorded the highest civilian casualty totals for the year, with a 55% increase in civilian casualties in the first eight months of 2023 compared to the same period in 2022.
As winter approaches, Russia has signaled its intention to escalate large-scale strikes against Ukraine's energy infrastructure, threatening millions of civilians with the loss of electricity, heating, and essential services.
Calls for Accountability and Peace
The United Kingdom has reiterated its commitment to holding Russia accountable for these alleged violations. The UK plans to continue working with Ukraine to document violations and preserve evidence, including over 260,000 recorded alleged war crimes. The UK aims to pursue justice through international and domestic mechanisms, such as the International Criminal Court and the Special Tribunal for the Crime of Aggression.
Deputy Ambassador Ford called for Russia to agree to a full and unconditional ceasefire and to engage in serious negotiations for a just and lasting peace. He emphasized the need to end the dire humanitarian consequences of the ongoing conflict.
The international community has not forgotten the suffering inflicted on Ukrainian communities, such as Bucha and Irpin, as a result of Russia's aggression. The UK remains steadfast in its support for Ukraine and its efforts to achieve accountability and peace.
