California Couple Arrested for Alleged Child Abuse Involving Surrogacy

A California couple, Silvia Zhang and Guojun Xuan, have been arrested on charges related to an alleged surrogacy scheme involving at least 21 children. The couple was taken into custody at their home in Arcadia, California, on Tuesday.

According to authorities, Zhang and Xuan face charges of conspiracy to commit child abuse and dissuading a witness. The Los Angeles District Attorney, Nathan J. Hochman, is requesting that bail be set at $100 million.

The investigation into the couple began after authorities raided their Arcadia mansion in July 2025. During the raid, 21 children were taken into state custody. The Guardian reports that 15 of these children, aged between two months and 13 years, were removed from the home following allegations of abuse.

The FBI was involved in the investigation and confirmed that they served a search warrant at the couple's residence. The surrogacy scheme allegedly involved the couple having at least 25 children via surrogates.

The police announced the charges on Tuesday, and the couple is expected to face conspiracy to commit child abuse charges as the legal proceedings continue. The case has drawn significant attention due to the number of children involved and the nature of the allegations.

As the investigation unfolds, Zhang and Xuan remain in custody, and the legal process will determine the next steps in this complex case. The children involved are currently under the care of state authorities, and further details about their welfare and the ongoing investigation have not been disclosed.
