Three Maryland men have been convicted in a $1. 1 million fraud scheme involving U. S.

Department of Treasury checks, as part of a nationwide crackdown on tax fraud. The convictions were announced by U. S.

Attorney Matthew L. Harvey from the Northern District of West Virginia, in collaboration with the Justice Department’s National Fraud Enforcement Division and the Internal Revenue Service (IRS).

The defendants, Tijuan Arrington, 49, of Accokeek, Maryland; David Walters, 47, of Ellicott City, Maryland; and Gregory Dean, 33, of Suitland, Maryland, admitted to their roles in the scheme. They each face up to 20 years in prison for their involvement.

Fraudulent Scheme Details

According to the U. S. Attorney's Office, the three men created fraudulent companies to obtain legitimate U.

S. Treasury checks issued to real individuals or businesses. They secured Employer Identification Numbers (EINs) through an IRS portal in Martinsburg, West Virginia, which they used to open business accounts.

The defendants then deposited stolen checks into these accounts and withdrew funds before the fraud was detected. The total amount of fraud committed by the trio exceeded $1. 1 million.

The case was prosecuted by Assistant U.S. Attorneys Eleanor Hurney and Greg Jones and investigated by the Treasury Inspector General for Tax Administration (TIGTA).

National Tax Enforcement Surge

This case is part of the first-ever National Tax Enforcement Surge, a concentrated effort by the Justice Department’s National Fraud Enforcement Division, IRS, and IRS Criminal Investigation to combat tax fraud. The surge, which took place from early September to mid-October, led to prosecutorial actions against 76 defendants nationwide, with an estimated loss of over $490 million to the federal government.

Attorney General Todd Blanche emphasized the importance of these actions, stating, "Every dollar stolen through tax fraud is a dollar taken from the American people." The Department of Justice is committed to expanding investigations and exposing schemes designed to evade accountability.

The surge involved the Fraud Division’s Tax Section and U.S. Attorneys’ Offices across the country, resulting in 23 actions with new charges against 31 defendants and around 39 other enforcement actions affecting another 45 defendants.

The efforts are part of a broader initiative under President Trump’s Task Force to Eliminate Fraud, aimed at protecting the integrity of federal benefit programs and ensuring that tax dollars are used appropriately.

The convictions of Arrington, Walters, and Dean highlight the ongoing commitment of federal authorities to hold accountable those who attempt to defraud the government and undermine the tax system. Sentencing dates for the three men have not been announced.
