U.S. and Lithuania Sign Critical Minerals Framework in D.C.

Secretary Rubio and Minister Budrys strengthen ties with a new agreement.

On September 17, 2026, a significant Memorandum of Understanding was signed in Washington, D.C. between the United States and Lithuania. Secretary of State Marco Rubio and Lithuanian Foreign Minister Kęstutis Budrys led the signing ceremony. This agreement marks the establishment of the U.S.-Lithuania Critical Minerals Framework, which is designed to enhance cooperation in advanced technology and defense supply chains. Following this, on September 18, Rubio and Budrys participated in a meeting aimed at bolstering political and security cooperation between the two nations. During discussions, they also addressed the need to stand against abuses by the Cuban regime. The Secretary applauded Lithuania for achieving its Hague defense spending target ahead of schedule.
