Emerardo Abisai Vasquez-Lopez, a 20-year-old resident of Oswego, New York, appeared in federal court in Syracuse on October 9, 2026, facing serious charges related to child exploitation and pornography offenses. The U. S.
Attorney's Office announced that Vasquez-Lopez has been charged with sexual exploitation of a child, transportation of child pornography, and possession of child pornography. He was ordered detained pending further legal proceedings.
Allegations of Abuse and Exploitation
According to the complaint, between August and October of 2024, Vasquez-Lopez allegedly sexually abused a 9-year-old child, creating images and videos of the abuse. These materials were reportedly uploaded to a cloud storage account controlled by Vasquez-Lopez. Additionally, he is accused of downloading child pornography from the same account and possessing some of this material on an electronic device seized at the time of his arrest.
The charges are severe, with the sexual exploitation charge carrying a potential prison term of 15 to 30 years. The transportation charge could result in 5 to 20 years in prison, while the possession charge carries a maximum sentence of 20 years. Each charge also includes a possible fine of up to $250,000 and a term of supervised release ranging from 5 years to life. If convicted, Vasquez-Lopez will be required to register as a sex offender and may face deportation due to his lack of lawful status in the United States.
Law Enforcement Response
The swift actions of Homeland Security Investigations (HSI) and the New York State Police were crucial in detaining Vasquez-Lopez, ensuring that he remains behind bars while the charges are pending. First Assistant U. S.
Attorney John A. Sarcone III emphasized the reprehensible nature of the alleged crimes, stating that the abuse of a vulnerable child and the creation of such material is "absolutely reprehensible."
Acting Special Agent in Charge Anthony Patrone of HSI Buffalo highlighted the profound harm caused by such offenses, noting that "sexual abuse and the creation and sharing of child sexual abuse material inflict profound and lasting harm on children, their families and the communities that depend on adults to protect them."
Ongoing Investigation and Prosecution
The investigation is being conducted by HSI and the New York State Police, with the case being prosecuted by Adrian LaRochelle as part of Project Safe Childhood. This initiative is a nationwide effort led by U.S. Attorneys’ Offices and the Criminal Division’s Child Exploitation and Obscenity Section (CEOS) to combat child sexual exploitation and abuse.
The charges against Vasquez-Lopez are currently accusations, and he is presumed innocent unless and until proven guilty. The legal proceedings will continue as investigators and prosecutors work to hold accountable those who exploit vulnerable children.
Charges and allegations are not proof of guilt. Anyone charged is presumed innocent unless and until proven guilty in court.
